City Council authorized the First Amendment to the Professional Services Agreement with CRG Texas Environmental Services, Inc., for the Market Street Revitalization Project

On Thursday, the City Council authorized the First Amendment to the Professional Services Agreement with CRG Texas Environmental Services, Inc., for the Market Street Revitalization Project.

This proposed ordinance authorizes the First Amendment to the Professional Services Agreement with CRG Texas Environmental Services, Inc., in the amount of $22,161.00 for the Market Street Revitalization Project.

To accommodate the Market Street Revitalization CIP Project at the intersection of Market Street and South Airhart Drive, the City procured the fuel station and convenience store at that location.  The underground fuel tanks, fuel pumps and canopy have been removed. The convenience store will be demolished via separate contract in the near future. 

During the fuel tank removal process, it was determined that the tanks held approximately 200 gallons of fluid. Under such circumstances, the contractor is required to remove the fluid, likely a mixture of gasoline and water, prior to the excavation of the tanks.  The cost for this unexpected work was $200.00.     

Also, during the tank removal process, it was discovered that there was a leak on one of the underground storage tanks.  In such cases, the Texas Commission on Environmental Quality (TCEQ) mandates the installation of observation wells which allow for periodic inspections by the TCEQ.  The purpose of these inspections is so the TCEQ can determine if the concentrations of material increase, stay the same, or lessen.  This information would be used to determine the next step to address the matter if the situation worsened.  Through conversations with our consultant about cases like this, we have learned that this is very common for wells to be installed when fueling stations are closed and that it is unlikely that any further action will be needed. Cost of the observation wells is $21,961.00.    

Through discussions with TCEQ and our consultant, the installation of the wells will not preclude the City and Harris County from performing the reconstruction of Market Street as planned.
