On Thursday night, the City Council considered an ordinance authorizing a Standard Utility Agreement for the Garth Road Widening Project – Phases A & B with PS Lightwave, LLC.

his ordinance allows PS Lightwave, LLC., to relocate its infrastructure that currently conflicts with the planned improvements to Garth Road under the Capital Improvement Plan (CIP). It also provides an opportunity to place as much of PS Lightwave’s infrastructure underground, aligning with the City Council’s preference for a cleaner and more aesthetically pleasing streetscape.

The Standard Utility Agreement between the City of Baytown, Texas, and PS Lightwave, LLC., outlines the utility adjustments necessary for the Garth Road Widening Project Phases A&B. The project involves installing 24,702 linear feet of fiber optic cable and 6,720 linear feet of High-Density Polyethylene Conduit (HDPE) via directional boring, along with the removal of 7,595 linear feet of existing facilities.

The total estimate provided by PS Lightwave is $182,365.78, with the City reimbursing 95.69% of eligible expenses, up to $173,379.54. Payment will be made in two stages: an initial 90% reimbursement upon completion and the remaining balance within 45 days of final billing and audit.

The description of the work can be described as the relocation of telecommunications infrastructure that is in conflict with the proposed Garth Road CIP project. The work also entails the relocation of additional telecommunications infrastructure from its present aerial / pole-mounted configuration to below ground, thereby improving esthetics in the area.
