City Council authorized the award to Public Management, Inc. for Grant Administration Services for CDBG Disaster Recovery and Reallocation Program (DRRP) Grant Funding
On Thursday night, the City Council authorized the award to Public Management, Inc. for Grant Administration Services for CDBG Disaster Recovery and Reallocation Program (DRRP) Grant Funding.
This proposed ordinance authorizes the award to Public Management, Inc. for the Grant Administration Services for Community Development Block Grant – Disaster Recovery and Reallocation Program (CDBG-DRRP) funding. Such funding includes, but is not limited to, the following:
- Community Development Block Grant – Disaster Recovery and Reallocation Program (CDBG-DRRP) received from the Texas General Land Office; and/or
- Community Development Block Grant – Disaster Recovery and Reallocation Program (CDBG-DRRP) received from Harris County; a
In January, a Request for Proposals (RFP #25-2012) was sent directly to approximately 25 firms who expressed interest in disaster recovery grant administration. The RFP was also advertised on the City’s website and twice in the Baytown Sun, on January 19, 2025, and January 26, 2025. Bids were received and publicly opened on February 11, 2025, at 2:00 p.m. Four (4) firms provided qualifying responses. After reviewing, scoring and discussing each response, a committee unanimously selected the firm of Public Management, Inc. as its number one choice.
Public Management, Inc. has managed over $1 billion in funding initiatives which span multiple state and federal funding sources. Of this amount, over $850 million is associated U.S. Housing and Urban Development (HUD) Community Development Block Grant – Disaster Recovery (CDBG-DR) and Disaster Mitigation (CDBG-MIT) funding. Public Management, Inc. has been in business since 1982 and has successfully administered grant-funded projects for the City of Baytown in the past.
The proposed fee for Grant Administration Services (including General Administrative, Environmental, Construction Management, and Related Acquisition Duties) is listed below:

The fee of $1,087,500 is contingent upon a successful application for funding to the Texas General Land Office. The fee for Grant Administration Services will be included in the funded amount and paid by the grant.
