The City of Baytown is an entitled jurisdiction for HUD funding. The City creates and adopts a series of plans and reports to determine the needs of the citizens; prioritize those needs; and to allow the input of the citizens.
2025-2029 Consolidated Plan, 2025-2026 Action Plan, and update the Fair Housing Plan Including Analysis of Impediments to Fair Housing Choice
The City of Baytown is soliciting proposals from qualified vendors (consulting firms or individuals) with proven experience to prepare the City’s 2025-2029 Consolidated Plan, 2025-2026 Action Plan, and update the Fair Housing Plan Including Analysis of Impediments to Fair Housing Choice in accordance with applicable regulations set forth by the U.S. Department of Housing and Urban Development (HUD). The selected planning consultant will be responsible for providing complete technical and project management services for the duration of the project. 2022 Consolidated Annual Performance and Evaluation Report (PDF)
The Consolidated Annual Performance and Evaluation Report (CAPER) is a comprehensive report that details how CDBG funds were used for the fiscal year ending September 30, 2023. The document was submitted to HUD in December, 2023.
2024-2025 Annual Action Plan (PDF)
The 2024 Annual Action Plan identifies actions and activities to be taken in the 2024-2025 program year (October 1, 2024 – September 30, 2025), detailing how the City of Baytown will use its Community Development Block Grant (CDBG) funds.
2020-2024 Consolidated Plan and 2020 Annual Action Plan (PDF)
- This Plan is mandated by HUD to determine how the City will use Community Development Block Grant (CDBG) funds for the next five (5) years.
- The Consolidated Plan addresses housing, social services, infrastructure, and community revitalization needs in Baytown.
- It also develops the goals and objectives that the City will fund and/or support in relationship to low to moderate-income persons and areas.
2020-2024 Citizen Participation Plan (PDF)
The primary goal is to provide citizens–especially low and moderate income citizens of the community where CDBG-funded activities will take place– an opportunity to participate in an advisory role in the planning, implementation, and assessment of the programs and projects.
Fair Housing Plan (PDF)
The HUD Consolidated Plan’s certification to affirmatively further fair housing requires entitlement/participating jurisdictions to undertake a Fair Housing Plan (FHP). In order to develop a Fair Housing Plan, the jurisdiction must develop an Analysis of Impediments (AI) to Fair Housing Choice that involves and addresses housing concerns of the entire community.
