- CITIZEN COMMENTS
Notice is hereby given that in accordance with the Texas Open Meetings Act, Texas Government Code, Chapter 551, prohibits the City Council from discussing, deliberating, or considering, subjects for which public notice has not been given on the agenda. Issues that cannot be referred to the administration for action may be placed on the agenda of a future City Council Session. - RECOGNITIONS AND CITIZEN COMMUNICATIONS
a. Present a proclamation designating February 16-22, 2025, as National Engineers Week in Baytown.
PUBLIC HEARINGS
a. Conduct a public hearing concerning the rehabilitation by Atrium Bay Terrace, LP, of Bay Terrace Apartments, an approximately 130-unit affordable rental housing complex, located at 1502 Nolan Road, Baytown, Harris County.
b. Consider a resolution registering support to Atrium Bay Terrace, LP to apply for the 4% and 9% Low Income Housing Tax Credit (LIHTC) through the Texas Department of Housing and Community Affairs (TDHCA) to rehabilitate Bay Terrace Apartments.
PROPOSED ORDINANCES
a. Consider an ordinance authorizing an Agreement with CoolxDad Inc. to lead Baytown’s fatherhood initiative.
b. Consider an ordinance amending the Code of Ordinances to adopt new fees for the City of Baytown’s Development Fee Schedule, which fees include, but are not limited to subdivisions, zoning actions, and variances. This fee amendment does not affect any fees for building permits or inspections.
- CONSENT
All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.
a. Consider an ordinance authorizing payment for renewal of VMware vSphere Enterprise Licensing and Support for all City servers to SHI/Government Solutions, Inc., through the Texas Department of Information Resources.
b. Consider an ordinance authorizing the First Amendment to the Slate Communications Agreement.
c. Consider an ordinance authorizing the purchase of a trailer for the Police Department Bomb Squad through Port Security Grant program and Houston Ship Channel Security District.
d. Consider an ordinance authorizing the purchase of firefighting bunker gear, bunker gear repair, bunker gear washer and dryers, and other related firefighting equipment from Casco Industries, Inc.
e. Consider an ordinance authorizing the purchase of Fire Department Uniforms from Impact Promotional Services, through the Purchasing Cooperative, Buyboard.
f. Consider an ordinance approving payment to Cummins Inc., for generator repair service at the Baytown Area Water Authority Fritz Lanham Water Treatment Plant.
g. Consider an ordinance approving the Engineering Services Agreement with Binkley & Barfield, Inc., for the Baytown Area Water Authority Backwash and Decant Pump Replacement Project.
h. Consider an ordinance authorizing a consulting services agreement for the Wastewater Treatment Plants and Lift Stations SCADA Project with Quartet Engineers Corporation, for construction material testing on Package 1 and Package 2.
i. Consider an ordinance authorizing the purchase of fencing services for the Mosquito Control Building from Foster Fence, LTD, through the Buyboard Cooperative Purchase Program.
j. Consider an ordinance authorizing Change Order No. 2 for the Reconstruction of Narcille Street and Bay Oaks Harbor Project with Lucas Construction Company, Inc.
k. Consider an ordinance authorizing the First Amendment to the Professional Services Agreement with CRG Texas Environmental Services, Inc., for the Market Street Revitalization Project.
l. Consider an ordinance authorizing a professional service agreement for the San Jacinto Regional Detention Drainage Project located within Tax Increment Reinvestment Zone #1 (TIRZ 1) with Halff Associates, Inc.
m. Consider an ordinance authorizing purchase of construction services for facilities and Americans with Disabilities Act (ADA) repairs from Buyboard Cooperative Purchase Program contractor Brown and Root Industrial Services.
- DISCUSSIONS
a. Discuss and take possible action regarding the City of Baytown Mayor Pro Tem.
- APPOINTMENTS
a. Consider a resolution amending the designation of one (1) appointment to the Board of Directors of the Southeast Texas Housing Finance Corporation.
b.
Consider a resolution authorizing the appointment of two (2) Associate Municipal Court Judges for the term of office, which begins immediately, and ends on January 31, 2026.
c. Discuss and take possible action on the creation of a Bond Committee.

Notice is hereby given in accordance with Section 551.0415 of the Texas Government Code, the City Council of the City of Baytown may receive a report about items of community interest from City staff and/or a member of the City Council, but no action or possible action shall be taken or discussed concerning the subject of such report, except as provided by Section 551.042 of the Texas Government Code. - COUNCIL MEMBER DISTRICT REPORT
