A Crime Stoppers reward will not be paid in Duran\u2019s arrest.\n\n\n\nDuran is a criminal illegal immigrant from Mexico with ties to eastern Harris County, including the cities of Baytown and Deer Park, Texas. In 1980, Duran was arrested by the Baytown Police Department for burglary of a residence and subsequently received 10 years\u2019 probation. In 1986, Duran was convicted in Harris County of homicide and subsequently received a life sentence. He was released on parole from the Texas Department of Criminal Justice (TDCJ) in January 2009 and was removed from the United States later that year. In February 2023, Duran was arrested by the Deer Park Police Department for tampering with a government record and was released on bond. On March 1, 2023, the Texas Board of Pardons and Paroles issued a warrant for his arrest for a parole violation (original offense: murder with a deadly weapon).\u00a0\n\n\n\n\"The Baytown Police Department remains committed to the equitable administration of justice. After receiving a disturbance call at the Mission at Baytown apartments in the 6000 block of Garth Road, police found Noel Campa barricaded within the apartment after apparently assaulting Doris Campa. Police had to force their way into the apartment. Inside, they found Doris Campa on the floor, dead of multiple stab wounds. Noel Campa was arrested without further incident. \n\n\n\nThe court records gave a graphic description of the crime scene, stating that the deceased woman had a \u201cbutcher-style knife lodged into the left eye, exposing the cavity and socket.\u201d A second knife was lodged in the left side of the dead woman\u2019s neck, court documents stated. She also appeared to have multiple stab wounds to the right eye, stomach, hands, arms and back. A mental health expert has been appointed to \u201cassist in the evaluation, preparation and presentation of his defense, and all matters related to competency and sanity,\u201d court documents stated. The court also appointed an investigator. Noel Campa remains in Harris County jail under a $500,000 bond. The driver, 33-year-old Koryne Rodriguez of Baytown, was charged with Possession of a Controlled Substance Penalty Group 1, a second-degree felony, and Felon in Possession of a Firearm, a third-degree felony. Koryne Rodriguez has two prior aggravated robbery convictions, multiple other convictions, and is out on bond for two other misdemeanor cases. The passenger, 38-year-old Angelica Martinez of Cedar Park, was charged with Public Intoxication.\n\n\n\nOn Saturday, May 18, 2024, at approximately 7:30 p.m., Baytown Police Department received a call from Pasadena Police Department informing that a vehicle involved in an armed robbery earlier in the day was believed to be in the city of Baytown. Baytown Police officers located the vehicle, a silver 2019 Ford Fiesta, at a gas station in the 1700 block of N. Main St. Officers initiated a high-risk traffic stop, where the driver, Rodriguez, disregarded the officers' commands and began to flee by driving forward, striking a parking pole. Rodriguez then proceeded to drive backwards, striking two patrol units.\n\n\n\nOnce at a stop, the passenger of the vehicle, Martinez, complied with officers\u2019 commands and exited the vehicle without incident. On the other hand, Rodriguez was non-compliant and was reaching in her waist area. Rodriguez then moved over into the passenger seat and continued to ignore officers\u2019 commands, reaching around her waistband, but a K9 team was able to take Rodriguez into custody.\n\n\n\nAfter being taken into custody, officers searched Rodriguez and located a pistol in her waistband area. Inside the vehicle, officers found several plastic bags with marijuana, crystal and white powdery substances, unknown pills, and a digital scale. Additionally, they found several debit and credit cards, an undisclosed amount of cash, empty handbags, and spent shell casings. No officers were injured during the incident, and Rodriguez was transported to the hospital to receive medical treatment for her injuries.\n\n\n\nRecords indicate that utilizing the Flock Automated License Plate Reader system, Baytown Police Department officers were able to locate the suspects in this armed robbery within 45 minutes of the offense occurring. The information provided by the Pasadena Police Department and the Flock ALPR system was used to notify area law enforcement officers in a timely manner of locations in which the suspect vehicle had been observed, and allowed our officers to safely and quickly locate the vehicle, putting a stop to these suspects' flight from arrest.\n\n\n\nChief Stringer states, \u201cTechnology, such as Flock Safety, is an important element of the Baytown Police Department\u2019s Violent Crime Initiative, which acts as a force multiplier to assist the efforts of our hardworking professional practitioners of police services in serving and protecting the people of Baytown.
